Thank you so much in advance. I am guessing this is java, but if not, villagers don’t spawn golems when scared in bedrock. Villagers need to work and sleep occasionally to spawn iron golems. Villagers can’t work while they are frightened, so in your case the villagers never work or sleep, meaning they will never spawn iron golems.The ONLY thing you can do is break the beds and put them back to reset the POI and allow villagers to reclaim the bed. This is not quite so big a deal in breeders, but it *kills* iron farms. Hopefully this is resolved in 1.15. I do not have a link to the bug report.

You most likely have a linking problem. In bedrock villagers don't need a path to a bed or job block to link to it. Make sure you don't have any other beds or job blocks within 50 blocks of your farm. Or other villagers within 50 blocks that could link to your farm job blocks and beds. Next break your beds and place them one by one.
